Jules Owen originally dipped her toe into the sector in 1999 when her local parish council approached her to take over as clerk, she stayed in post for three years. In 2016 she returned to the sector and continued clerking for a variety of parishes. Hungry for learning, she embarked on a six-year journey to a degree in Community Governance, and in October 2021 successfully completed Level 5, an Undergraduate Degree with Distinction. She is now working towards a BA (Hons) Degree.
Jules has a varied background in teaching and training: in adult education, on cruise ships and for the Chartered Institute of Environmental Health (CIEH) teaching food safety. Jules currently steers clerks through their training for the Certificate in Local Council Administration (CiLCA). She has ably made the switch from classroom to virtual training and is an attentive mentor.
In 1998 she learnt to play the saxophone and enjoyed being a member of an 18-piece ‘big band’ until her studies ate into her free time. Jules has lived in the Cotswolds for over thirty years and loves walking in the countryside. She loves curry and eating out and enjoys a gin and tonic at the end of the week. She is a cold old soul and does not like the cold weather, always looking forward to the summer!
