New Councillor Essentials provides newly elected or co‑opted councillors with a clear, practical and supportive introduction to the role, responsibilities, and day‑to‑day workings of parish and town councils.

 

Councillors will benefit most from this course if they have already attended at least one council meeting.

The course covers the fundamental questions every new councillor has:

  • What is a local council?
    Understand the purpose, powers, and place of parish and town councils within local government.

  • What can they do?
    Explore the range of community services, assets, and initiatives councils are responsible for—or can choose to deliver.

  • How do they operate?
    Learn how decisions are made, how responsibilities are delegated, and how councillors and officers work together.

  • How are they financed?
    Gain a clear overview of precepts, budgeting, income sources, and how public funds are managed.

  • What role do councillors play?
    Clarify your duties, expectations, code of conduct requirements, and how to represent your community effectively.

  • What to expect at a council meeting?
    Walk through agendas, standing orders, decision‑making processes, and the practicalities of attending and contributing.

  • What should I do next?
    Leave with practical next steps, signposting to further learning, and guidance on how to make a confident start in your role.

Please note: to complete CDF Essentials take this course or attend New Councillor Essentials - IN PERSON. Completion of both is not necessary despite an asterisk being applied to both.
